I've managed to go through the options enough now so that I can duplicate my settings that gets it to (mostly) run well. I'm liking it...mostly. There are issues with it, and I do wish for something better as a "secondary" browser, but between the choices that I can realistically enjoy using, it's a slightly superior solution than WaterFox.
I also found someone wrote a script to update the H.264 version in Vivaldi so that gifs and other videos work.

Im not willing to go that far given ive already got many browsers to use with excellent performance.

My requirement to be able to use either umatrix or ublock origin instead of just an "ad blocker" limits what browsers I'm willing to allow to touch the internet from my machines.

While not a full card-carrying tin-hat wearing paranoid freak, I'm not trusting enough of normal ad blockers that I want the granular control that u-whatever gives me.

So far, 2.1.1337.51 seems a LOT faster than prior builds of v2.x. Like, possibly faster than Firefox fast (at least on my desktop, I haven't tested on anything else yet).

Switched to one of my less powerful machines (E7450, only dual core), and they must have changed optimizations in Vivaldi because ti's also SIGNIFICANTLY faster than I remember on this machine. Not as fast as Firefox still, but WAY faster than it was on prior versions.
As a side note, it's weird if I think of it. The E7450 is now one of my weaker laptops. A dual core hyperthreaded Core i5, 16 GB ram, and a 1 TB SSD. With Ryzens release and forcing Intel to start coming out with decent improvements, cpu's have improved so INCREDIBLY much in the last year after YEARS of stagnation.
